Within six months of opening his office in Clarksville, Thomas Stamper was appointed Juvenile Court and General Sessions Judge by Governor Winfield Dunn (following the death of Judge Billy Hickerson). He later elected to serve out the balance of Judge Hickerson's term. During this term in office, Judge Stamper attended the National College of State Judiciary at the University of Nevada and was a member of the TN Council of General Sessions Court Judges, the TN Council of Juvenile Judges, as well as the National Council of Juvenile Court Judges. During this time he was elected by his fellow State Judges to serve as one of three members of the TN State Juvenile Judges Executive Committee. Thomas Stamper served Montgomery County as Juvenile and General Sessions Judge for a period of three years. Following this period of public service, Mr. Stamper re-entered the private practice of law. Devoting his time to the general practice of law, Thomas Stamper was soon joined by Wayne C. Shelton, now General Sessions Judge of Montgomery County. In 1977, they renovated the old Doctor's Clinic on Franklin Street and moved their offices into this historic 1895 building. In 1989, Thomas Stamper purchased the "Old Sterchi's Building" located at 103 S. 3rd Street in Clarksville. After demolishing the interior of the structure, he designed and constructed the beautiful 6,000 square foot office complex. On January, 22, 1999, the offices were destroyed by a tornado. After a short time in his temporary offices, Mr. Stamper purchased Hilldale Professional Centre at 1817-A Madison Street where his offices are now located. Other Firm Members Lucius P.
